Job Duties


The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking a Crew Leader to serve as a member and leader of a crew performing work for the repair, maintenance and replacement of bridges and structures in order to maintain Virginia's roadways.

Core responsibilities for job & position:


Fabricate bridge superstructure elements including steel beams and pre-cast concrete slabs. Perform all necessary rebar cutting and installation and shop fabrication necessary. Perform mathematical calculations to measure and layout construction elements; determine quantities, and simple geometric layout on bridges and culverts. Read and interpret bridge plans, shop drawings, and sketches.


Lead and apply appropriate in-stream and environmental protection measures during all structural maintenance and construction activities.


Provide traffic control in support of bridge operations. Install and remove traffic signs and other warning devices in a timely and appropriate manner. Flag traffic to ensure a safe and effective work zone. 


As a leader and working member of the crew completes projects and accomplishes objectives. Performs manual labor and other tasks to accomplish the construction, repair and maintenance of timber, steel, and concrete bridge elements and other structures. 


Demonstrate considerable skill and expertise as an operator in the proper and safe use of all equipment needed to perform bridge related construction and or maintenance tasks. 


Conduct on-the-job training and recommend additional training needs to Bridge Superintendent. Provide constructive feedback on job performance of crew. Assist with record keeping and administrative tasks. May serve as back-up Bridge supervision and may represent work unit at meetings. May serve in a supervisory capacity during emergencies. 


Lead and perform preventative maintenance and minor repairs on equipment and power tools used in bridge construction and maintenance. Transport personnel, equipment, and materials to and from various work sites. Ensure equipment is properly and safely maintained. Complete pre-trip inspections for any vehicle or equipment operated. 


Determine and demonstrate proper work site protection techniques. Identify workplace safety hazards and make suggestions for improvement. Wear personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA and VOHSA, etc.). Use equipment properly and safely. Apply MUTCD for detours, land closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices. 


Build and install footers, abutments and wing walls by placing and finishing major and minor concrete elements. Erect fabricated steel beam bridges and install timber and concrete bridge decks. Perform preventative and restorative structural maintenance activities to large culverts and bridge structures. Place temporary bridges and remove damaged structures. Perform mathematical calculations to measure and layout construction elements; determine quantities, and simple geometric layout on bridges and culverts. Read and interpret bridge plans, shop drawings, and sketches.

• Ability to perform physically demanding heavy manual labor, to work at heights, in and over water, around heavy traffic conditions, irregular terrain, and other adverse conditions.
• Basic knowledge of inventory practices and procedures.
• Considerable knowledge of bridge fabrication and maintenance methods, equipment, materials and procedures.
• Ability to complete reports and records; to use computers and software applications.
• Ability to perform mathematical calculations and to measure and layout construction elements on bridges and culverts.
• Ability to plan work schedules and identify and assign manpower, materials, and equipment needed for accomplish the job.
• Ability to communicate effectively orally and in writing.
• Skilled in rough and finished carpentry and skilled in pouring, forming and finishing concrete.
• Considerable skill in the operation of equipment used for highway and, or bridge maintenance.

VDOT is an emergency response agency, and this position may be designated to support emergency operations during certain situations. As such, you may occasionally be required to work an assignment that includes hours outside the normal work schedule including weekends and holidays. Not all designated employees are provided an emergency operations assignment.

Minimum Qualifications


• Ability to read, interpret, apply work zone safety and traffic control manuals. Ability to read and interpret bridge plans.
• Skill in the use of various hand, power and carpentry tools, concrete forming and finishing methods and fabricating steel components and welding.
• Ability to perform physically demanding heavy manual labor, to work at heights, in and over water, around heavy traffic conditions, irregular terrain, and other adverse conditions.
• Considerable knowledge of bridge maintenance methods, equipment, materials, safety practices and concrete finishing techniques.
• Ability to lead, direct, and train others. Provide technical direction and guidance to variety of skilled workers.
• Safety shoes required.
• Ability to perform mathematical calculations, to measure, layout construction elements on bridges and culverts.
• Skill in the operation of equipment used for highway and, or bridge maintenance.
• Skill in computers and software and basic knowledge of inventory procedures.
• Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.

• Current possession of Class A, CDL.
• A combination of training, experience, or education in Bridge Repair or related field desired.
• Possession of Crane Operator Certification

• Guard Rail Installer Training (GRIT).
• Extensive experience in bridge fabrication and maintenance methods, equipment, materials, and safety practices.

References and verification of work history, DMV Records Check, pre-employment physical and drug screen, fingerprint-based criminal history records check. All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL from a Class B to a Class A, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.

Position is designated as essential and, as such, will be required to work outside normal hours, weekends, and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. Travel may be required.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
